2005 MR/DD WAIVER RENEWAL |

UPDATE (--/--/06): MRU WV has (finally) completed its comments on the DRAFT CHAPTER 500 (MR/DD WAIVER) REGULATIONS. They are located HERE. (coming soon) UPDATE (04/29/06): MRU WV has provided comments on the MR/DD WAIVER REDESIGN to Public Consulting Group. They are located HERE. UPDATE (4/7/06): BMS has released a (final) draft of the MR/DD waiver manual for public comment. MRU WV has indexed a copy and added the Extraordinary Care Assessment. It is located HERE. Comments are due to BMS by May 4, 2006. UPDATE (12/16/05): MRU WV has completed its comments on the DRAFT CHAPTER 500 REGULATIONS. They are located HERE. Please feel free to distribute widely. UPDATE (12/15/05): The waiver renewal application was approved by CMS. DRAFT CHAPTER 500 REGULATIONS are now out for public comment and a series of public hearings have been scheduled for the week of December 12th. Comments can also be submitted via e-mail through January 7th to Tiffany Fooce at TiffanyFooce@wvdhhr.org or by fax to 304.558-1008 UPDATE (08/27/05): MRU WV, in conjunction with ADAPT WV and MSPA/PAIRS, has developed an online petition. Please take a moment to review it and, if in agreement, sign: SAVE THE MR/DD WAIVER PETITION. Signatures will soon be sent to CMS. Thank you! UPDATE (07/15/05): The renewal application has been submitted to CMS. You can download a copy from the BMS web site by clicking HERE. It will only be online for a short while, so download your copy soon! MRU WV, in conjunction with ADAPT WV, the Mountain State Peoples' Alliance (MSPA), and the People's Advocacy Information and Resource Services (PAIRS) Project have developed a petition to let CMS know we're unhappy about the renewal application and how it was developed. MRU WV will be happy to share your comments online, as well, if you send a copy to comments@MRUWV.org. UPDATE (05/26/05): MRU WV hosted a meeting to develop comments and talking points. They can be found HERE. The DDC's comments can be found HERE. The 2nd draft application can be found HERE. UPDATE (04/19/05): According to BMS, a new draft renewal application will be released in mid-May and public forums will be held to solicit input. In the meantime, "consumers" are encouraged to provide input and ideas to BMS as they re-draft the renewal application. NOTE: MRU WV urges BMS to involve "consumers" in the draft process rather than waiting for a public comment period. If it had done so the first time, perhaps this renewal process would have already been completed without nearly the turmoil and angst. UPDATE (04/10/05): The Lewin Group report has finally been released. MRU WV has uploaded a copy HERE. Also, per Pat Winston, BMS will be releasing another draft MR/DD waiver renewal application for public comment on 15 April 2005. UPDATE (03/--/05): In early March 2005, BMS posted a 91-page draft application for the MR/DD Waiver renewal on its web site. Some people received a notice on/around 15 March 2005 via U.S.Mail soliciting feedback. Per the BMS web site and the draft application, public comment could be provided through 20 March 2005, at which time the draft application was removed from the site. (MRU WV has saved an indexed and highlighted copy HERE.) HISTORY: The Centers for Medicare and Medicaid Services (CMS) requires the MR/DD waiver be renewed every five years. In November/December 2004, DHHR hosted focus group meetings to solicit input into the MR/DD waiver renewal. The Lewin Group was contracted to collate this feedback and produce a report of recommendations. (MRU WV has uploaded a copy of that report HERE.) |
